WRC 2019 Agenda Item Details
Agenda Item: | Agenda Item 1.3 |
Resolution(s): | Resolution 766 [COM6/8] (WRC-15) |
Description of work: | This agenda item relates to consideration of possible upgrading of the secondary allocation to the meteorological-satellite service (space-to-Earth) to primary status and a possible primary allocation to the Earth exploration-satellite service (space-to-Earth) in the frequency band 460-470 MHz, in accordance with Resolution 766 [COM6/8] (WRC-15). The ITU-R is invited to study:
|
Comments: | The Resolution notes that while there is currently a secondary allocation, there is need for greater regulatory certainty for data collection systems (DCS) while ensuring that existing primary services of fixed and mobile, including future developments (e.g. IMT), are protected. This protection could be ensured via regulatory provisions such as a PFD, noting that at least one administration has implemented such a constraint with threshold -152.5 dBW/m^2/4 kHz |
Lead Working Party(s): | WP 7B |
Involved Working Parties: | WP 3M, WP 5A, WP 5D, WP 6A |
How Visualyse products can help: | Visualyse Professional can model satellite services such as the meteorological-satellite service and EESS system's space to Earth links. It can also model terrestrial systems within the fixed and mobile services including IMT/LTE systems. It is designed to allow analysis of interaction between satellite and terrestrial services including Monte Carlo or area analysis. It can be used to derived exclusion zones using either generic parameters or site specific analysis with terrain and land use data and can import assignment data from the Terrestrial IFIC or spreadsheet formats. A range of propagation models could be used including Hata / COST 231, P.1546, P.1812, P.2001 or generic dual or triple slope. |
How Transfinite consultants can help: | We can undertake studies including analysis of sharing between the services covered by this agenda item, and identify suitable system characteristics and sharing criterias, and provide contributions and representation at the ITU-R WPs. Using our in house Visualyse Professional we can quickly model a very wide range of systems, services and scenarios. |
