|Description of work:
This agenda item relates to consideration of possible regulatory actions to support Global Maritime Distress Safety Systems (GMDSS) modernization and to support the introduction of additional satellite systems into the GMDSS, in accordance with Resolution 359 (Rev.WRC-15). This relates to ongoing modernization, in particular including consideration of the mobile-satellite service (MSS), the allocations used and the potential impact of possible modifications to the Radio Regulations on sharing and compatibility with other services and systems.

Analysis can be undertaken at a range of frequencies including VHF and L-band using static, dynamic, area or Monte Carlo methodologies for both co-frequency and non-co-frequency scenarios. Ships can be given sailed along shipping routes or randomized within a zone to calculate either likelihood of interference or interference zones. Detailed models can include traffic and transmit / receive masks for non-co-frequency analysis. Propagation models such as P.1546, P.1812 and P.2001 can be used which take account of propagation over water bodies.
