Agenda Item: Agenda Item 1.8
Resolution(s): Resolution 359 (Rev.WRC-15)
Description of work:

This agenda item relates to consideration of possible regulatory actions to support Global Maritime Distress Safety Systems (GMDSS) modernization and to support the introduction of additional satellite systems into the GMDSS, in accordance with Resolution 359 (Rev.WRC-15). This relates to ongoing modernization, in particular including consideration of the mobile-satellite service (MSS), the allocations used and the potential impact of possible modifications to the Radio Regulations on sharing and compatibility with other services and systems.

The ITU-R is invited:

  1. to conduct studies, taking into account activities of the IMO, to determine the regulatory provisions to support GMDSS modernization
  2. to conduct studies, taking into account the activities of the IMO, on sharing and compatibility with other services and systems, both in-band and with services in adjacent frequency bands.

Involved Working Parties: WP 1A, WP 3M, WP 4C, WP 5A, WP 7D
How Visualyse products can help: Visualyse Professional can model maritime services and maritime mobile satellite services including radiocommunication systems located on ships or satellites. Analysis can be undertaken at a range of frequencies including VHF and L-band using static, dynamic, area or Monte Carlo methodologies for both co-frequency and non-co-frequency scenarios. Ships can be given sailed along shipping routes or randomized within a zone to calculate either likelihood of interference or interference zones. Detailed models can include traffic and transmit / receive masks for non-co-frequency analysis. Propagation models such as P.1546, P.1812 and P.2001 can be used which take account of propagation over water bodies.
How Transfinite consultants can help: We can undertake studies including analysis of sharing between the services covered by this agenda item, and identify suitable system characteristics and sharing criterias, and provide contributions and representation at ITU-R Working Parties. Using our in house Visualyse Professional we can quickly model a very wide range of systems, services and scenarios.
