Description of work: |
This agenda item relates to sharing between FSS systems using highly inclined orbits and the fixed service in the 17.7 - 19.7 GHz bands. To facilitate sharing, PFD limits are defined in Article 21, but it has not been determined whether these values are adequate for such non-GSO systems with apogees greater than 18 000 km and orbital inclination between 35 and 135 degrees. It is therefore necessary to study:
i) whether the current pfd limits would protect the fixed service, without unduly constraining development of these non-GSO FSS systems;
ii) whether there are technical and operational measures that could be implemented in the fixed service to mitigate interference from these satellite systems.
