Description of work:

This agenda item is to consider a new aeronautical mobile-satellite (R) service (AMS(R)S) allocation for both the Earth-to-space and space-to-Earth directions in all or parts of the frequency band 117.975 - 137 MHz while preventing undue constraints on existing VHF systems operating in the AM(R)S, the ARNS and in adjacent frequency bands

The ITU-R is invited:

  1. to define the relevant technical characteristics and to study compatibility between potential new AMS(R)S systems in the band 117.975 - 137 MHz in the Earth-to-space and space-to-Earth directions and existing primary services in band or in adjacent frequency bands while ensuring protection of systems using primary services in those frequency bands.
  2. to provide technical and regulatory regulations as the result of the studies for possible new allocation to AMS(R)S within the frequency band 117.975 - 137 MHz taking into consideration the responsibility of ICAO
Comments: Use of satellite services would enable coverage to be extended over oceanic and remote areas where there is no existing solution to provide aeronautical VHF services. The Resolution invites ICAO to participate in the studies by providing aeronautical operational requirements and relevant technical characteristics. WP 5B is invited to establish a new working group (WG) with responsibility for AIs 1.6, 1.7 and 1.8 chaired by a satellite expert.

A range of propagation models are available such as Recommendation ITU-R P.528 for air-ground paths and we track work within SG 3 closely and if further models are developed we would plan to include them in a future release. A range of modelling methodologies can be used including static and dynamic, and flight paths can be modelled by defining way-points of (lat, long, height) at specified times. We can also model services in adjacent bands and both co-frequency and non-co-frequency interference paths.
