Description of work: PFD limits in the bands 37.5 - 42.5 GHz for the FSS, BSS and FSS services, including 1) determing whether the PFD limits protect the FS in the bands 37.5 - 40 GHz and 42 - 42.5 GHz from FSS and MSS s-E transmissions, 2) determining whether the PFD limits protect the FS in the band 40.5 - 42 GHz from FSS, 3) study technical and operational characteristics and PFD values for BSS in range 40.5 - 42.5 GHz, 4) taking into account proper balance between various services, 5) studying mitigation techniques but taking account of impact on these systems, 6) analysing sharing between FS into FSS ES in HD FSS applications in the bands 39.5 - 40 GHz and 40.5 - 42 GHz in the same geographic area, 7) in the bands 37.5 - 40 GHz and 42 - 42.5 GHz study clear air PFD levels and % time they could be exceeded to overcome fading of satellite downlink in way that protects FS
