Description of work:

This agenda item relates to studies relating to spectrum needs and possible allocation of the frequency band 51.4-52.4 GHz to the fixed-satellite service (Earth-to-space).

The Resolution invites the ITU-R to:

  1. study the additional spectrum needs for development of the FSS taking into account bands currently allocated to that service, the conditions of their use and the possible optimization of these frequencies to increase spectrum efficiency,
  2. sharing and compatibility studies with existing services on a primary and secondary basis including as appropriate adjacent bands to determine the suitability of new primary allocations for FSS at 51.4 - 52.4 GHz (E-s) limited to FSS feeder links for GSO use and associated regulations,
  3. studies towards possible revision of Resolution 750 (Rev. WRC-12) so that systems in the passive band 52.6 - 54.25 GHz are protected and
  4. studies regarding the protection of the radio astronomy service and including any appropriate regulatory measures.
Comments: The reference to increased spectrum efficiency relates to the increased use of narrow spot beams by the satellite service and potential ability to share with high density fixed service links, and other potential techniques to improve efficiency.
