WRC 2007 Agenda Item Details

Agenda Item: Agenda 1.18
Resolution(s): Resolution 141 [COM4/23]
Description of work: This agenda item relates to sharing between FSS systems using highly inclined orbits and the fixed service in the 17.7 - 19.7 GHz bands. To facilitate sharing, PFD limits are defined in Article 21, but it has not been determined whether these values are adequate for such non-GSO systems with apogees greater than 18 000 km and orbital inclination between 35 and 135 degrees. It is therefore necessary to study: i) whether the current pfd limits would protect the fixed service, without unduly constraining development of these non-GSO FSS systems; ii) whether there are technical and operational measures that could be implemented in the fixed service to mitigate interference from these satellite systems.
Lead Working Party(s): 4-9S
Involved Working Parties: WP 4A, 4-9S, WP 6S, WP 7C, WP 9A
How Visualyse products can help: Visualyse Professional can calculate interference from non-GSO systems using Highly Elliptical Orbit, and simulations can be quickly set up using our new HEO wizard. Visualyse Professional allows fixed service links to be defined including multiple-hop chains to calculate the aggregate end to end performance, and assess the impact of various mitigation techniques.
How Transfinite consultants can help: We can undertake studies including analysis of sharing between the services covered by this agenda item, and identify suitable system characteristics and sharing criterias, and provide contributions and representation at relevant ITU-R Working Parties. We have extensive experience in issues relating to examining compatibility between HEO systems and FS from a number of previous studies of these types of systems.
